CORRECTIONAL SERVICES
De-Addiction Centre- Cum- Rehabilitation Centre
To combat against the menace, the State Government established a 30 bedded De-addiction-cum-Rehabilitation Centre in 1990 in Aizawl. In order to meet the increasing number of Drug addicts requiring immediate treatments, the 30 bedded Centre was upgraded to 75 bedded Centre with the financial assistance received from the Ministry of Health & Family Welfare, Govt. of India during 1995-96. As the existing facilities could not yet cope with the increasing demand, a De-addiction-cum-Rehabilitation Centre to accommodate 300 inmates (200 males and 100 females) at the cost of Rs. 333.00 lakhs was established at Sethawn. with a view to give more trust to protect and decrease the quantum of relapse cases. the Government recently converted the Centre into After Care Centre where the recovering addicts are trained in different trades of their choice for their permanent rehabilitation. The Centre is manned by Centre Director with supporting staff like Case worker, Psychologist, Instructors, some medical staff deputed from Health Deptt. and sufficient Security personnel's.
Besides this, there are 11(eleven) De-addiction/Counseling Rehabilitation Centres run by NGOs in the State for whom the Department of Social Welfare is giving Grants-in-aids and helping them receive Grants from the Ministry of Social Justice & Empowerment, Govt. of India by way of recommendation.
The involvement of NGOs in the field of Drug abuse has been encouraging in Mizoram
Observation Home
As per section 9 (2) of the Act the Government of Mizoram certified the existing Remand Home for reception of Juvenile in conflict with law during their pendency period of trial. Remand Home tries to help the offended children by taking good care of them during their stay in the Home by way of keeping them under discipline and teaching them vocational skills.
The Home can accommodate 50 boys and 30 girls. Any inmate who wants to continue their studies are given the opportunity to do so. Vocational skills such as carpentry and tailoring are taught to the children. Under the new Juvenile Justice (Care & Protection of Children) Act 2000, the upper eligible are for admission into Remand Home comes to 18 yrs. irrespective of sex. All Administration of the Home rested with the Superintendent Remand Home, however subordinate staff assisted the Superintendent. All necessary decisions at various level under the Superintendent are being made with due approval of the Director, Social Welfare Department. Such Home has been established in Aizawl and Lunglei with bare minimum staff in exclusive of Superintendent. Detail information’s if required, may be had from Superintendent Remand Home, who had been declared as Assistant Public information Officer under clause (a) of Sub-Section (i) of section 4 of the RTI Act, 2005.
Maintenance of the Homes is share by the Central Government & State Government in the ratio 90:10.
Social Service In Jail
Prisoners in the Jail are supposed to return to the Society sooner or later and the only justification for punishment is security of the society. Thus, the period of his imprisonment is to be utilised for reformation purpose so that he does not become a social hazard on his return to the society.
The Department is deputing some Vocational Instructors to the Central Jail Aizawl for the said purposes.
